Overview

  • This system is managed by GCAP Services, Inc., the Statewide Access Fund Administrator (SAFA), designated by the California Public Utilities Commission (CPUC).

Getting Started

  • To get started, you will need to create a free Submittable account to submit information as an Access Provider. 
  • You can save a draft of your submissions if you would like to finish at a later date. 
  • If anything changes with the information you submitted, please send a request to edit the submission.
  • Submittable works best on Google Chrome, Firefox, and Safari. Internet Explorer is not supported. Please make sure you are using a supported browser.
  • We will follow up with you about your submission by email. Please be sure to safelist notification emails from Submittable and check the email you used to sign up for your Submittable account regularly.

Per the executed SAFA Funding Agreements, Access Providers must complete and submit quarterly progress reports to the SAFA Team for submission to the California Public Utilities Commission (CPUC). Separate submissions are required for each county in which WAV services are provided.

For SAFA Access for All Cycle 5 (CY 2026), the CPUC has established the following reporting periods and due dates:

  •  Quarter 1 | Reporting Period: 1/1/26 – 3/31/26 | Due: 4/30/26 
  •  Quarter 2 | Reporting Period: 4/1/26 – 6/30/26 | Due: 7/30/26 
  •  Quarter 3 | Reporting Period: 7/1/26 – 9/30/26 | Due: 10/30/26 
  •  Quarter 4 | Reporting Period: 10/1/26 – 12/31/26 | Due: 1/29/27 

Because these reports require detailed information, Access Providers are strongly encouraged to begin preparation early and ensure that every section is completed thoroughly. All fields must be filled out; reports containing blank fields will be returned for revision. Submitted information must align with CPUC reporting requirements.
